The Name of the organization shall be Carteret County Democratic Women.<\/p>\n<p>ARTICLE II Objectives:<\/p>\n<p>1. To support and promote the principles of the Democratic Party.<\/p>\n<p>2. To encourage and support Democratic Women candidates to seek public office.<\/p>\n<p>3. To work with the Carteret County Democratic Party Executive Committee to strengthen<\/p>\n<p>the Democratic party in Carteret County.<\/p>\n<p>4. To assist in organizing and maintaining active Democratic Women\u2019s organizations at the<\/p>\n<p>state, district, and county levels.<\/p>\n<p>5. To initiate, or carry out programs and service projects which serves all the citizens of<\/p>\n<p>Carteret County on behalf of the Carteret County Democratic Women<\/p>\n<p>6. Educate women voters in the political process by offering information about local<\/p>\n<p>important issues.<\/p>\n<p>7. Support Democratic candidates running for national, statewide, and county offices.<\/p>\n<p>8. Support legislature in the NC General Assembly and the US Congress that reflects the<\/p>\n<p>principles of the Democratic Party.<\/p>\n<p>9. Assume responsibility to educate ourselves about the ability and integrity of the<\/p>\n<p>proposed candidates so that we may vote intelligently and elect officials with high<\/p>\n<p>standards.<\/p>\n<p>ARTICLE III Membership Section 1<\/p>\n<p>Any woman who is a registered Democrat in North Carolina who pledges herself to the<\/p>\n<p>principles of the Democratic Party and to work for the election of Democratic candidates through<\/p>\n<p>her local Democratic Women\u2019s organization, shall be eligible for membership in this<\/p>\n<p>organization.<\/p>\n<p>Section 2<\/p>\n<p>Membership donations shall be paid annually in January but no later than March 31st. A person<\/p>\n<p>shall be considered a voting member upon payment of their annual donation. The fiscal year<\/p>\n<p>shall begin January 1st and end on December 31st.<\/p>\n<p>Dues shall be paid to the Democratic Women of NC by March 31st of each year based on the<\/p>\n<p>current membership of the Carteret County Democratic Women.<\/p>\n<p>Section 3<\/p>\n<p>Associate membership is open to any Unaffiliated woman or a male who is a registered<\/p>\n<p>Democrat and who supports the purposes and goals of this organization, Associate members<\/p>\n<p>are non-voting members and may not hold office.<\/p>\n<p>ARTICLE IV Officers Section 1<\/p>\n<p>The officers of the organization shall be:<\/p>\n<p>1. President<\/p>\n<p>2. First Vice President<\/p>\n<p>3. Second Vice President<\/p>\n<p>4. Third Vice President<\/p>\n<p>5. Past President<\/p>\n<p>6. Secretary<\/p>\n<p>7. Treasurer (appointed by the CCDW Executive Committee)<\/p>\n<p>8. Representative of County Party<\/p>\n<p>It is strongly recommended that at least one of the above officers shall be diverse, in respect to<\/p>\n<p>race or orientation, and at least one of the officers shall be under thirty-six (36) years of age at<\/p>\n<p>the time of her election. All officers shall have Carteret County as their primary residence.<\/p>\n<p>It is also strongly recommended that the Executive Committee appoints an Assistant Treasurer<\/p>\n<p>to act in the absence of the Treasurer.<\/p>\n<p>The highest ranking female on the Carteret County Democratic Party Executive Committee, may<\/p>\n<p>attend the CCDW Executive Board Meetings, without voting privileges or making motions.<\/p>\n<p>Section 2<\/p>\n<p>The appointed officers of the organization shall be:<\/p>\n<p>1. Parliamentarian<\/p>\n<p>2. Historian<\/p>\n<p>Section 3<\/p>\n<p>The duties of the officers shall be as follows:<\/p>\n<p>1) The President shall:<\/p>\n<p>a) Have general supervision over the affairs of the CCDW and preside at all<\/p>\n<p>meetings.<\/p>\n<p>b) Be the chairperson of the Executive Committee and the Board of Directors.<\/p>\n<p>c) Appoint the Parliamentarian and Historian.<\/p>\n<p>d) In consultation with the Executive Committee, she shall fill all vacancies<\/p>\n<p>occurring within the committees.<\/p>\n<p>e) Set up other committees as deemed needed.<\/p>\n<p>f) The President may not participate actively in primary elections. A leave of<\/p>\n<p>absence shall be in order in the event of her proposed active involvement in such<\/p>\n<p>activity.<\/p>\n<p>g) Attend the Democratic Women of North Carolina Annual Conference, and she<\/p>\n<p>shall be reimbursed by the chapter for her registration, hotel, and miscellaneous<\/p>\n<p>expenses (February 27, 2007).<\/p>\n<p>h) Maintain appropriate records and within thirty (30) days upon completion of<\/p>\n<p>her term of office shall submit such records to her successor at mutually agreed<\/p>\n<p>upon time and place.<\/p>\n<p>2) The First Vice President shall:<\/p>\n<p>a) Serve as an aide to the President and shall assist as required.<\/p>\n<p>b) Preside at all meetings in the absence of the President assume her duties.<\/p>\n<p>c) Serve as the Chair of the Membership Committee.<\/p>\n<p>d) Check for any updates on google docs (if available) on Roster changes<\/p>\n<p>e) Transfer all appropriate records to her successor upon completion of her term<\/p>\n<p>of office.<\/p>\n<p>3) The Second Vice President shall:<\/p>\n<p>a) Be responsible for arrangements of the meeting for the organization by<\/p>\n<p>securing speakers, zoom scheduling and links, and\/or meeting place.<\/p>\n<p>b) Preside at all meetings in the absence of the President and the First Vice<\/p>\n<p>President and shall assist those two offices, in all their duties, as requested.<\/p>\n<p>c) Serve as a member on a Standing or Special Committee.<\/p>\n<p>d) Transfer all appropriate records to her successor upon completion of her term<\/p>\n<p>of office.<\/p>\n<p>4) The Third Vice President shall:<\/p>\n<p>a) Serve as Chair of the Public Relations Committee<\/p>\n<p>b) Preside at all meetings in the absence of the President, First Vice President<\/p>\n<p>and Second Vice President and shall assist them as requested.<\/p>\n<p>c) Have computer skills and desktop publishing experience to publish and edit<\/p>\n<p>newsletters, special events, fundraisers, or whatever is deemed necessary.<\/p>\n<p>d) Transfer all appropriate records to her successor upon completion of her term<\/p>\n<p>of office.<\/p>\n<p>5) The Past President shall:<\/p>\n<p>a) Preside at all meetings.<\/p>\n<p>b) Serve as a resource to the President and shall assist as needed.<\/p>\n<p>6) The Secretary shall:<\/p>\n<p>a) Be responsible for recording or having recorded the minutes of all meetings<\/p>\n<p>for the organization and of its Executive Committee and Board of Directors.<\/p>\n<p>b) Assist the President with the correspondence of the organization and shall<\/p>\n<p>perform such other duties as may be requested of her by the Executive<\/p>\n<p>Committee or Board of Directors. The secretary will update and keep current<\/p>\n<p>MailChimp. This can be done on a Google doc<\/p>\n<p>c) Transfer all appropriate records to her successor upon completion of her term<\/p>\n<p>of office.<\/p>\n<p>7) The Treasurer* shall:<\/p>\n<p>a) Be responsible for all receipts and disbursements of funds.<\/p>\n<p>b) Make a full financial report at every meeting of the Board of Directors and<\/p>\n<p>regularly scheduled meetings of the organization.<\/p>\n<p>c) Make such interim reports as the President of the organization may direct.<\/p>\n<p>d) File reports with the State Board of Elections as per their guidelines.<\/p>\n<p>e) Submit membership reports and fees to the Democratic Women of NC (ss).<\/p>\n<p>f) Complete mandatory training with the State Board of Elections.<\/p>\n<p>g) All accounts shall be audited at the end of her two-year term of office.<\/p>\n<p>h) Serve as a member of the Finance Committee.<\/p>\n<p>i) Transfer all appropriate records to her successor upon completion of her term<\/p>\n<p>of Office.<\/p>\n<p>j) Treasurer will update the paid member contact information to the google doc.<\/p>\n<p>8) The Parliamentarian shall:<\/p>\n<p>a) Advise the President on matters of parliamentary procedure.<\/p>\n<p>b) Serve as a member of the Constitution and Bylaws Committee<\/p>\n<p>c) Parliamentarians will review the bylaws yearly. Serve as a member of the<\/p>\n<p>Grievance Committee.<\/p>\n<p>d) Make Necessary Grammatical,spelling,and numerical alignment changes<\/p>\n<p>needed. Such changes shall be subject to the approval of the CCDW Executive<\/p>\n<p>Committee and shall not require a vote from the general membership. Present to<\/p>\n<p>the committee for their consideration all proposed amendments.<\/p>\n<p>9) The Historian shall:<\/p>\n<p>a) Keep a record or scrapbook of the publicized activities of the organization.<\/p>\n<p>Officers who are indifferent or ineffective in fulfilling their prescribed duties may be<\/p>\n<p>replaced at the discretion of the Executive Committee.<\/p>\n<p>Section 4<\/p>\n<p>The Terms of office shall be as follows:<\/p>\n<p>\u201cIf you are a new treasurer for an existing committee, you will amend the Statement of<\/p>\n<p>Organization (along with some additional forms depending on your type of committee), you will<\/p>\n<p>not officially be the new treasurer until you have submitted these forms.\u201d<\/p>\n<p>\u201cIt\u2019s important for volunteers and others to know some of the basic rules. No matter how diligent<\/p>\n<p>and devoted the treasurer is, it might not be possible for the treasurer to always be there to<\/p>\n<p>handle the finances. It would be quite easy for someone acting on behalf of the committee<\/p>\n<p>(volunteer, etc.) to accept a contribution or make an expenditure that is not allowed. Therefore,<\/p>\n<p>it\u2019s important that others know the basic rules. The treasurer is responsible for sharing the<\/p>\n<p>information with those individuals.\u201d From the State Board of Election.<\/p>\n<p>ARTICLE V<\/p>\n<p>Nominating Committee Section 1<\/p>\n<p>A Nominating Committee of five members shall be elected by the organization at the regular<\/p>\n<p>meeting in January. The Chairperson for this committee will be elected by the committee. This<\/p>\n<p>committee shall nominate candidates for the offices to be installed at the May Annual Meeting.<\/p>\n<p>The proposed slate of candidates shall be e-mailed to the membership in March of the election<\/p>\n<p>year. Election shall take place at the regular meeting in April. Nominations may also be made<\/p>\n<p>from the floor at this meeting. Offices which have only one candidate shall be elected by voice<\/p>\n<p>vote, and offices which have more than one candidate shall be elected by ballot.<\/p>\n<p>Section 2<\/p>\n<p>Members may not serve two consecutive terms on the Nominating Committee.<\/p>\n<p>ARTICLE VI<\/p>\n<p>Regular Meetings<\/p>\n<p>Section 1<\/p>\n<p>The regular meetings of the organization shall be held on the 4th Thursday of each month from<\/p>\n<p>January to June and August to October unless otherwise ordered by the organization or its<\/p>\n<p>Board of Directors.<\/p>\n<p>Section 2<\/p>\n<p>The regular meeting in May shall be known as the Annual Meeting and shall be for the purpose<\/p>\n<p>of electing and installing officers in alternate years, receiving annual reports of officers and<\/p>\n<p>committees, and for any other business that may arise.<\/p>\n<p>Section 3<\/p>\n<p>Twenty-five percent of the membership shall constitute a quorum.<\/p>\n<p>ARTICLE VII<\/p>\n<p>The Executive Committee<\/p>\n<p>Section 1<\/p>\n<p>The officers of the organization shall constitute the Executive Committee.<\/p>\n<p>Section 2<\/p>\n<p>It shall have general supervision of the affairs of the organization between meetings of the<\/p>\n<p>Board and Business meetings of the organization.<\/p>\n<p>Section 3<\/p>\n<p>It shall meet upon the 2nd Thursday of the month, unless otherwise agreed upon the Executive<\/p>\n<p>Board.<\/p>\n<p>Section 4<\/p>\n<p>All members of CCDW, and its Executive Committee shall conduct themselves in ways<\/p>\n<p>that are respectful, lawful, and courteous. Civil discourse shall guide all interactions.<\/p>\n<p>Section 5<\/p>\n<p>Members of the CCDW Executive Committee, shall not endorse any candidate in a primary<\/p>\n<p>election.<\/p>\n<p>Section 6<\/p>\n<p>In the event there is not a newly elected Chapter President (and 1st Vice Chair is unable to<\/p>\n<p>assume the Presidency), the outgoing President has the authority to remain in office until a new<\/p>\n<p>President is elected or for a maximum of 6 months.<\/p>\n<p>ARTICLE VIII<\/p>\n<p>The Board of Directors<\/p>\n<p>Section 1<\/p>\n<p>The officers, the female Chairperson, or the female Vice Chairperson of the Carteret County<\/p>\n<p>Democratic Executive Committee, and the immediate past president, shall constitute the Board<\/p>\n<p>of Directors.<\/p>\n<p>Section 2<\/p>\n<p>The Board shall have general supervision of the affairs of the organization between its<\/p>\n<p>meetings, fix the hour and place of meetings, make recommendations to the organization, and<\/p>\n<p>perform such other duties as may be directed by the organization.<\/p>\n<p>Section 3<\/p>\n<p>The Board shall meet monthly except July, August, November, and December. Special meetings<\/p>\n<p>may be called by the President.<\/p>\n<p>ARTICLE IX<\/p>\n<p>STANDING COMMITTEES<\/p>\n<p>Section 1<\/p>\n<p>Membership Committee<\/p>\n<p>1. First Vice-President will Chair the Membership Committee and all meetings of the<\/p>\n<p>committee.<\/p>\n<p>2. The Committee will be composed of the First Vice President, who shall be the<\/p>\n<p>chairperson, and two additional members approved by the Executive Committee.<\/p>\n<p>3. Committee will plan, coordinate, and effectively oversee new member recruitment, and<\/p>\n<p>member retention.<\/p>\n<p>4. Chair will transfer all appropriate records to her successor upon completion of her term<\/p>\n<p>of office.<\/p>\n<p>Section 2.<\/p>\n<p>Program Committee<\/p>\n<p>1. The Second Vice President will be responsible for arrangements of the meeting for the<\/p>\n<p>organization by securing speakers, zoom scheduling and links, and\/or meeting place.<\/p>\n<p>2. The Second Vice President will be the Chair and will receive input concerning programs<\/p>\n<p>from the executive members, other standing committees, as well as suggestions from<\/p>\n<p>the members at large. Approval will be made by the executive committee.<\/p>\n<p>Section 3<\/p>\n<p>A Finance Committee<\/p>\n<p>1. The Treasurer will oversee finances and will receive approval of her report from the<\/p>\n<p>Executive Board.<\/p>\n<p>2. The Treasurer and Board will draft a budget if necessary.<\/p>\n<p>3. Transfer all appropriate records to her successor upon completion of her term of office.<\/p>\n<p>Section 4<\/p>\n<p>Fundraising Committee<\/p>\n<p>1. This committee will be composed of three members. The chair will be appointed by the<\/p>\n<p>President.<\/p>\n<p>2. Present ideas to the Executive Committee for their approval as fund raising projects<\/p>\n<p>augment the income of this organization.<\/p>\n<p>3. Review possible fundraising projects to determine their suitability with the Executive<\/p>\n<p>Committee.<\/p>\n<p>4. Transfer appropriate records to her successor upon completion of her term of office.<\/p>\n<p>Section 5<\/p>\n<p>Communications Committee<\/p>\n<p>1. Secretary will chair this committee of 5- 6 members.<\/p>\n<p>2. Secretary will be responsible for recording or having recorded the minutes of all<\/p>\n<p>meetings for the organization and of its Executive Committee and Board of Directors.<\/p>\n<p>3. Assist the President with the correspondence of the organization and will perform such<\/p>\n<p>other duties as may be requested of her by the Executive Committee or Board of<\/p>\n<p>Directors.<\/p>\n<p>4. Secretary will receive updates from the treasurer concerning any new paid members to<\/p>\n<p>add to the call list.<\/p>\n<p>5. Secretary will appoint 5 \u2013 6 members to develop a call list and monthly phone\/text<\/p>\n<p>messages to CCDW members about upcoming meetings, speakers, service projects,<\/p>\n<p>and other events.<\/p>\n<p>Section 6<\/p>\n<p>Public Relations Committee<\/p>\n<p>Third Vice President will serve as Chair of the Public Relations Committee<\/p>\n<p>1. Have computer skills and desktop publishing experience to publish and edit newsletters,<\/p>\n<p>special events, fundraisers, or whatever is deemed necessary with approval of the<\/p>\n<p>Executive Committee.<\/p>\n<p>2. Transfer all appropriate records to her successor upon the completion of her term of<\/p>\n<p>office.<\/p>\n<p>Section 7<\/p>\n<p>Resolutions Committee<\/p>\n<p>Person or persons will work with the CCDP to develop and distribute Resolutions that represent<\/p>\n<p>CCDW, particularly before the CCDP convention in the spring.<\/p>\n<p>https:\/\/members.sertoma.org\/file\/resolutions\/Resolutions-FAQ.pdf<\/p>\n<p>Section 8<\/p>\n<p>Service Committee<\/p>\n<p>1. Service committee will be organized for the purposes of outreach in our community and<\/p>\n<p>to further our support of the issues we believe in.<\/p>\n<p>2. Service committee members will be aware of the needs in our county and will develop<\/p>\n<p>ideas and service activities to support people in our area.<\/p>\n<p>3. The chair should be appointed by the President with the approval of the board. She<\/p>\n<p>should have 2 committee members (if needed), approved by the board.<\/p>\n<p>Section 9<\/p>\n<p>Legislative Committee<\/p>\n<p>Person or persons:<\/p>\n<p>1. Select issues and proposed legislation of interest to women and support and promote<\/p>\n<p>them among the membership.<\/p>\n<p>2. Encourage Democratic Women to apply for positions on local and state boards and<\/p>\n<p>commissions, and to run for public office.<\/p>\n<p>3. A member of this committee could give a quote or saying each month related to a<\/p>\n<p>famous person, group, or event (historical remembrance or current happening) that<\/p>\n<p>coincided with our meeting date and aligned with our Democratic principles.<\/p>\n<p>4. Coordinate with the DWNC Legislative Committee for guidance and instruction.<\/p>\n<p>5. Encourage membership to participate in DWNC Lobbying Days.<\/p>\n<p>Section 10<\/p>\n<p>Standing Committees\/AD HOC Terms<\/p>\n<p>The committees outlined in Article IX under CCDW shall be considered standing committees.<\/p>\n<p>Other committees may be added, and appointments made on a term-by-term basis at the<\/p>\n<p>discretion of the President. All committee members\u2019 term shall begin at the close of the Annual<\/p>\n<p>Meeting in May and shall continue for two years, or until their successors are elected or<\/p>\n<p>appointed. They may not succeed themselves.<\/p>\n<p>Section 11<\/p>\n<p>Grievance Committee<\/p>\n<p>1. The Chair should receive all grievances in writing.<\/p>\n<p>2. Notifications are to be made to the Executive Committee.<\/p>\n<p>3. Every effort should be made by the Committee to resolve the grievance to the<\/p>\n<p>satisfaction of the aggrieved, and in a reasonable amount of time.<\/p>\n<p>Section 12<\/p>\n<p>Nominations and Elections Committee<\/p>\n<p>1. Five members of CCDW will be elected by the members at large to form a committee<\/p>\n<p>every other year to nominate new officers for the upcoming 2-year term.<\/p>\n<p>2. They will be charged with finding and vetting Democratic Women for the following<\/p>\n<p>offices: President, 1st Vice President, 2nd Vice President, 3rd Vice President, Secretary,<\/p>\n<p>and Treasurer.<\/p>\n<p>3. They will notify candidates by email and\/or phone and will share the duties and term<\/p>\n<p>limits of the office.<\/p>\n<p>4. The slate of nominees will be presented to the CCDW members at the monthly meeting<\/p>\n<p>in April.<\/p>\n<p>5. The members will be sworn in during the May meeting and will begin their term on that<\/p>\n<p>day.<\/p>\n<p>6.
